Communism as the Second Coming

Ein Vortrag von Elena Nikolova (Central European Labor Studies Institute [CELSI] and IOS Regensburg) im Rahmen der Seminarreihe des AB Ökonomie am IOS.
Datum: 22. Juni 2017 (Donnerstag!)
Zeit: 14.00 Uhr
Ort: WiOS, Landshuter Str. 4 (Raum 109)

We show that Eastern Orthodox believers have different attitudes and values compared to Catholics and Protestants using data covering more than 100 countries around the world. Those of Eastern Orthodox religion have higher respect for authority, are less likely to vote and to embrace new ideas. In addition, Orthodoxy is associated with left-leaning political preferences and stronger support for government involvement in the economy. While communist elites sought to eradicate church-going in Eastern Europe, they maintained many aspects of Orthodox ideology which were useful for the advancement of the communist doctrine. The findings are consistent with Berdyaev’s (1933, 1937) hypothesis of communism as a successor of Orthodoxy.

‘Silenced’ Conflict Zones and the Case of Crimea

Institutional Change in Political Economies and Varieties of Methods in Social Science Research on Postcommunism

The workshop’s goal is to focus on the methodological challenges arising from the research on the multitude of economic transformation trajectories of the post-Communist countries (in Central and Eastern Europe and in the post-Soviet Eurasia) and their societal outcomes. One of the most contested issues between area studies and broader social sciences has been the need to, first, understand how concepts and theories developed in a particular environment ‘travel’ across different regions, and second, whether the empirical research methods are able to produce interesting results in different regional contexts (taking into account the specifics of local societies, data availability, constraints for researchers etc.). In some cases, this discussion is fairly elaborate (this is the case, in particular, for China). In case of the post-Communist world, this discussion has been more limited and, if happened at all, frequently detached from the actual empirical work done by social scientists. The workshop attempts to bridge this gap, with its two parts: the methods round table (devoted explicitly to understanding the conceptual and empirical challenges associated with studying post-Communist regions) and three thematical panels, where research papers on certain topics should be presented and demonstrate the actual empirical challenges researchers face.

East Side Story of Ecological Globalization

The aim of the workshop is to integrate the ‘Eastern’ story into explanations of global environmental processes. Participants will explore the role that the Soviet Union played in an “ecological turn” of the 1970s, and what impact this had, in turn, on the Soviet Union.  By the mid- to late-1980s, in the context of perestroika and glasnost, socialist nations experienced a rapid and extensive rise in ecological consciousness. Public activities took hundreds of thousands of people to the streets and contributed decisively to the de-legitimation of the rule of the Soviet Party state. Only a few years later, however, ecology had lost its mobilizing effect almost completely. The workshop will look at both the rise of this phenomenon and its decline in the 1990s after the breakup of the USSR.

Employment Adjustments around Childbirth

Ein Vortrag von Filip Pertold (CERGE-EI and IDEA, Prague) im Rahmen der Seminarreihe des AB Ökonomie am IOS.
Datum: 16.5.2017
Zeit: 13.30 Uhr
Ort: WiOS, Landshuter Str. 4 (Raum 109)

Using longitudinal data from Denmark we study how women active in the labour market react to the event of childbirth. We find that mothers –post first childbirth– are increasingly switching from the competitive private sector to the family-friendly public sector thus significantly changing the composition of employees in each of the sectors. Using a difference-in-differences event study approach we show that within the first years after birth the probability that a mother switches from private to public sector can be fully explained by the convexity of pay with respect to hours worked and the prevalence of part time employment in private sector occupations. Supportive analysis reveals that mothers who move from private into public sector are not motivated to switch by low wage growth in the private sector, are promoted to higher occupation rank in the public sector, and do not suffer from a post-switch wage drop. This suggests that the public sector attracts relatively productive female employees away from the private sector, i.e., a post motherhood brain drain. Such sorting behaviour increases the gender wage gap observed in the private sector. These results can be generalized to other settings with high mobility of labour and where jobs differ according to the degree to which they allow for family-friendly work conditions.

Environmental Problems and Policies in Kazakhstan: Air pollution, waste and water, Lyazzat Nugumanova, Miriam Frey, Natalya Yemelina, and Stanislav Yugay, IOS Working Papers 366, Mai 2017

We provide a comprehensive overview of the current state of environmental governance concerning air pollution, water problems and waste generation in Kazakhstan. The overview of the environmental and institutional framework in these fields reveals that major environmental problems exist in the country. Some steps have already been taken to ensure a proper management of air, waste and water. However, more coordinated cross-sectoral actions, both on the regional and the national level, need to be undertaken to ensure a productive cooperation between state institutions, business and the society.
